Greene County Announces Leadership Appointments for Water and Sewer Department
STANARDSVILLE, VA – Greene County is pleased to announce the appointment of Greg Lunsford as Director of the Water and Sewer Department, effective January 4, 2027, and the appointment of Robert Griffith as the County's newly created Director of Operations for the Water and Sewer Department. Currently, Griffith is serving as the County's Interim Water and Sewer Director.
“These leadership appointments reflect Greene County's commitment to maintaining a high-performing utility system while strengthening operational management, regulatory compliance, infrastructure planning, and customer service for County residents and businesses,” said Board of Supervisors Chairman Steve Catalano.
"Greene County has made significant investments in its water and sewer infrastructure, and these appointments position us well for the future," said County Administrator Cathy Schafrik. "Greg's experience as a local government executive and utility leader, combined with Robert's extensive technical expertise and operational leadership, will provide a strong foundation for the continued growth and success of our Water and Sewer Department."
Lunsford brings more than two decades of leadership experience in local government, utility management, public administration, and organizational development. He currently serves as the Town Manager for the Town of Elkton, where he has overseen multiple departments and led major utility infrastructure initiatives, including multimillion-dollar water and wastewater improvement projects. During a previous tenure with Greene County, Lunsford served as Director of Water & Sewer and was responsible for launching the County's standalone Water & Sewer Department, overseeing its transition from the Rapidan Service Authority, securing regulatory approvals, hiring staff, establishing budgets and billing systems, and procuring operational equipment.
“I am excited and honored to return to Greene County and assist with the important ongoing infrastructure work initiated by County leadership,” Lunsford said. “I feel very fortunate for the opportunity to work with the Greene County team again.”
As Director of Operations, Griffith will oversee the department's day-to-day operational functions and provide leadership across the County's water and wastewater systems. Griffith brings more than 18 years of progressively responsible experience in water and wastewater treatment operations, utility management, regulatory compliance, and personnel supervision. He currently serves as Greene County's Water Treatment Plant Supervisor and previously held utility management and chief operator positions with Culpeper County Environmental Services. He holds Virginia Class I Waterworks and Class I Wastewater Works Operator licenses and has extensive experience working with state regulatory agencies, including the Virginia Department of Health and the Virginia Department of Environmental Quality.
In addition to his technical expertise, Griffith has demonstrated exceptional leadership through management positions with multiple local utilities and through his public service as an elected member of the Page County Board of Supervisors. His experience includes budgeting, personnel management, capital project oversight, regulatory reporting, and community engagement.
"Robert has earned the respect of his colleagues through his professionalism, technical knowledge, and dedication to serving our community," Schafrik said. "His leadership during this transition period has been invaluable, and we are excited to have him continue serving Greene County in this important new role."
“Greene County has an outstanding team of utility professionals who are committed to providing safe, reliable service to our customers," Griffith said. "I am excited for the opportunity to continue to work with them and look forward to working alongside Greg and our staff to strengthen operations, support future infrastructure needs, and continue delivering high-quality service to the community."
With these appointments, Greene County continues to build a leadership team focused on operational excellence, strategic infrastructure investment, regulatory compliance, and responsive customer service as the County prepares for future growth and development.
