Ocean Shores Planning Department clearing/grading and fill permits process change.

Beginning November 1st, 2026, Ocean Shores Planning Department will eliminate the manual creation of the "blue card" for clearing/grading/fill permits. The blue card was a document printed on a blue piece of paper that listed how long the permit was active, who was approved (owner & contractor), and parcel and DBL information. Typically, the contractor or owner would then post this blue card at the work site.

Manual creation of the blue card was identified as a redundancy left behind from our transition of paper permit processing to our electronic permit processing via our online portal. After careful process review with our internal partners, consideration of the public and contractor needs, we determined eliminating this step continues to streamline our processes, increasing efficiencies for faster customer service.

New Process Below Beginning November 1st, 2026:

Contractor/resident applies for Clearing, Grading, and Fill Permit online
  City completes Pre Inspection
City creates Blue Card – all details already on the Permit document
  City issues Permit document
Code Enforcement/Contractors/Citizens log into online portal to confirm Status = Issued and permit is attached.
