Statement on police interaction with minor on June 14
BATTLE CREEK, Mich. – The City of Battle Creek and the Battle Creek Police Department are addressing community concerns following a police interaction with a minor on Greenwood Avenue on Saturday, June 14.
Shortly before 4:30 p.m., an officer observed a juvenile male walking westbound on Greenwood Avenue wearing a full face covering. After noticing the patrol vehicle, he looked back several times, changed direction and kept his hand near his waistband. Based on these behaviors, the officer had reasonable suspicion to make contact and asked the individual to stop.
The officer initially asked the individual to stop and told him he was not in trouble. When he did not comply, the officer issued a verbal command to stop. The individual continued walking away, clutching his waistband, and the officer then made contact and detained him.
The officer detained him to determine whether there was a weapon or an immediate safety concern. While officers were assessing the situation, family members arrived at the scene. Officers determined there was no ongoing risk and released him without further action.
Police Chief Shannon Bagley said officers are expected to respond when they observe behavior that could affect the safety of others.
“Our officers have a responsibility to address situations that may impact the safety and security of our neighborhoods,” Bagley said. “Based on what the officer observed at the time, the decision to stop and briefly detain the individual was appropriate. The officer’s approach was calm and focused on resolving the situation safely.”
The City did not receive a formal complaint related to this incident. The department initiated a review based on community interest and questions following the interaction.
The department reviewed the incident in accordance with its policies and procedures and determined the officer’s actions were consistent with department expectations. The City recognizes the importance of community trust and is sharing information to provide clarity.
A video and report related to the incident have been released with appropriate redactions to protect the identity of the minor, who is not accused of any wrongdoing.

“We know our community expects us to respect individual rights while also keeping neighborhoods safe,” Bagley said. “Those decisions can be challenging in real time. We take these concerns seriously and encourage neighbors to work with us, share their concerns and try to understand the need to respond when something raises a safety concern.”
Formal complaints are reviewed to help ensure accountability, transparency and professionalism. If a complainant disagrees with the outcome, they may appeal through the Community Oversight Board and the City Manager’s Office. The board provides community perspective and supports transparency and trust between neighbors and law enforcement.
