PCPD Victim Notification System

The Panama City Police Department is proud to announce the launch of a new, integrated victim notification system designed to keep crime victims informed throughout the criminal justice process, from the moment they dial 9-1-1 to post-conviction updates. The system will go live after September 1, 2025.

This enhanced system combines two powerful tools: VINE®, the nation’s leading victim notification network, and Versaterm CommunityConnect™, a real-time communication platform. Together, they form an End-to-End solution that delivers timely, automated updates to victims at every critical stage: emergency response, investigation, incarceration, court proceedings, protective orders, parole and release if applicable.

“We know that the trauma of crime doesn’t end when officers arrive,” said Panama City Police Chief Mark Smith. “This system helps ensure that victims are not left in the dark. It’s about building trust, improving transparency, and letting victims know that we’re with them every step of the way.”

How it works: When a victim calls 9-1-1 in Panama City, their phone number is automatically entered into the police department’s computer-aided dispatch (CAD) system. This triggers a series of real-time notifications through Versaterm CommunityConnect™, keeping the victim informed as the case progresses. If the victim chooses to register with VINE, those updates continue into the judicial and correctional phases, providing custody status, court dates, release notifications and more.

Beyond notifications, Versaterm CommunityConnect™ also offers mobile-friendly surveys to gather feedback directly from victims, helping the police department improve its services over time.

This new system closes the communication gap between the initial report of a crime and the long-term legal process that follows. By delivering consistent updates and empowering victims with information, it promotes greater safety, awareness and peace of mind across the Panama City community.
