Revised Winter Season Construction and Landscaping Working Hours & Undergrounding and Paving updates

At the November 12, 2025, Town Council meeting, Resolution 022-2025 revises Construction and Landscaping Working Hours. The new schedule allows construction and landscaping hours to be extended by one hour in the morning and one hour in the evening to help mitigate the impact of work trucks moving on and off the island. During the winter season, November 1 through April 30, workers may arrive no earlier than 7:00 a.m.  Work may begin no earlier than 7:30 a.m. and must cease by 5:30 p.m., Monday through Friday.  No heavy equipment or outside construction-related noise is permitted before 8:30 am.  Saturday work hours remain unchanged.   No work is allowed on Sunday and on observed Town holidays.  

Landscapers follow the same schedule as above, with extended hours and days permitted during the week of Thanksgiving and are exempt from the prohibition on construction work between December 24 and January 1, subject to the day and hour limitations as amended. 

This week’s Town-wide Undergrounding activities and the Paving Management Plan are listed on the Traffic Impact Page in the Undergrounding-Related Traffic drop-down section. After each phase of undergrounding, the pavement is milled and repaved.  

Beginning in summer 2026, the following phases will be repaved.  
  • Phase 4 South, east of Cocoanut Row and Hibiscus Avenue town hall  
  • Phase 6 South, from Flagler Memorial Bridge to Seaspray Avenue. The sidewalks along County Road will be replaced 
  • Phase 7 North, from Bahama Lane to List Road 
Beginning summer 2027, the following phases will be repaved: 
  • Phase 7 South, from Atlantic Ave to Sanford Avenue 
  • Phase 8 from Royal Poinciana Way to Atlantic Ave
