Waterfront Remediation Kinnally Cove

Dear Residents,
As previously reported, ARCO is planning to pilot a new in-situ remediation technology called ecoSPEARS for extraction of PCBs from sediments in Kinnally Cove. Click the link in the prior sentence for additional information on this technology. Twelve (12) plastic mats, each with 26 plastic ecoSPEARS, are proposed to be deployed within shallow waters in the intertidal cove. Each spear is 3 ft. in length. The mats will be deployed in three clusters of four mats per cluster and will take up a maximum area of 90 sq. ft. Galvanized posts will be installed around the study area and approximately 4 ft. of the posts will be visible at high tide. Red and black weather resistant tape will be applied to the top section of the posts and will be visible above high tide per USCG navigation guidance.
The Project will be set in motion next week and you will observe some activity in and around Kinnally Cove including mobilization, installation of buoys and signage, collection of sediment cores, and deployment of the ecoSPEARS. The installation should be complete no later than Monday, Nov. 25, 2024.
The pilot project is estimated to take approximately 1 year. ARCO will periodically access the area to evaluate the effectiveness of the pilot and to check the installation. Sediment core collection will occur at several intervals and the temporary installation will be removed from the study area at completion of the pilot.
Anyone entering the Kinnally Cove area is asked to stay very clear of the Pilot site which will be clearly marked. The sign below will also be affixed to the boardwalk along River St. at Kinnally Cove.
