Dear Neighbors:
As we catch our breath after the winter storm that swept through our Borough, I want to extend my sincere gratitude to every resident for your patience, cooperation, and resilience. Storms like this remind us not only of the power of nature, but also of the strength of our community—neighbors checking on one another, offering a helping hand, and moving through challenges together.
A special and deeply heartfelt thank‑you go to our Department of Public Works (DPW). Their tireless efforts—often beginning long before the first snowflake fell and continuing well after the storm had passed—kept our roads salted, cleared, and as safe as possible for travel. They worked through difficult conditions and long hours to ensure that our community could get back on its feet quickly. Their dedication is truly appreciated by all of us.
We also extend our profound gratitude to our emergency services: the Upper Saddle River Police Department, Fire Department, and Volunteer Ambulance Corps. While most of us stayed safely indoors, they responded to calls at all hours, navigating difficult conditions to ensure that every resident in need received help without hesitation. Their courage and commitment to our safety never wavers, and moments like these remind us how fortunate we are to have such dedicated professionals and volunteers protecting our Borough.
To everyone in Upper Saddle River: thank you for your continued care for one another and for the place we call home. Let’s carry this spirit of community forward as we move through the rest of the winter season, together.

POLICE DEPARTMENT MESSAGE: Following the recent snowfall, the Upper Saddle River Police Department would like to remind our residents of the following important Borough ordinances and motor vehicle statue as they relate to snow removal/clearing:
Snow Removal Ordinances: Plowing Snow into Roadways is Prohibited Per Borough Ordinance §122-17.1: No person, including property owners, tenants, or occupants, may place or deposit snow or ice onto public streets. Property owners are responsible for ensuring contractors comply with this rule.
Vehicles Must Remain Off Streets Until Plowing is Complete: This allows DPW crews to clear streets curb-to-curb efficiently and safely.
Sidewalk Clearing Requirement: §122-17.2A Removal of snow and ice from sidewalks. The owner or owners or tenant or tenants of lands abutting or bordering upon the sidewalks of the public streets in the Borough shall remove or cause to be removed from the sidewalks, for a width of at least two feet of the paved portion of the sidewalk in front of or bordering on the lands, all snow and ice from the same within 12 hours of daylight after the same shall be formed or fallen thereon.
Fire Hydrant Access: §122-17.2D No person in any manner shall obstruct or prevent free access to any fire hydrant or place or store, temporarily or otherwise, any object, material, snow, debris or structure of any kind within a distance of five feet of any fire hydrant. Any such obstructions, when discovered, shall be removed at once by the Department of Public Works at the expense of the person responsible for the obstruction. The owner or owners of any real property in the Borough upon which any fire hydrant is located shall maintain the area within a five-foot radius of the perimeter of any such fire hydrant free of snow. The removal of snow and/or ice shall be completed within 12 hours of daylight after the snow has formed or fallen on or around any hydrant. The foregoing requirements shall also be applicable to any owner or owners of any real property which adjoins a fire hydrant located in a right-of-way.
Vehicle Safety: Clear All Snow and Ice Before Driving. State law 39:4-77.1 requires removal of snow and ice from all vehicle surfaces, including roofs and hoods. It’s the law in New Jersey! Motorists who fail to do so face fines of $25 to $75 for each offense, regardless of whether the ice and snow is dislodged from the vehicle. If flying ice or snow causes property damage or injury to others, motorists face fines of $200 to $1,000 for each offense.
Do NOT clear vehicles in the street.

First Quarter Taxes Due February 1, 2026: The Tax Office wishes to remind residents that the first quarter 2026 taxes are due on or before February 1, 2026. Upper Saddle River offers a ten-day grace period. If taxes are not paid by February 10th , State law requires that interest is then due from February 1st to the date they are paid. Check or money orders only, no cash will be accepted. Payments can be paid electronically on usrtoday.org. NO POST-DATED CHECKS WILL BE ACCEPTED.
USR Pickleball Memberships Are Available: Pickleball Memberships and information for the use of the new USR pickleball courts, located at the new USR Sports Complex, are available online at https://uppersaddle.playbypoint.com/ or the PlaybyPoint App. The fee for a USR household is $75. Verification must be provided. The NJ Non-residents fee is $150 per person. Any questions contact Ed Gartner at USRRecreation@aol.com.
USR Tennis Permits Available for 2026: Tennis permits for the use of the USR tennis courts, located on West Saddle River Road in front of Reynolds School, are available via email at USRRecreation@aol.com Borough Hall or at the Tennis Courts from Tennis Pro Sharron Mattiace. A family membership is $50.00 and an individual membership is priced at $30.00. All residents must have a permit and display permit on the sign-up board located at the entrance of the courts. USR Environmental Committee: Did you know that Styrofoam is not recyclable through your bi-weekly recycling collection? You must bring it to our monthly Styrofoam collections, which we take turns hosting with Ramsey. The next scheduled drop-off date is Saturday, February 21st from 9 to 11 a.m. at the Ramsey train station, located at One Erie Plaza. Please drop off clean, white Styrofoam with all labels and tape removed. We cannot accept packing peanuts or colored Styrofoam.
USR Cares: USR Cares and our Care and Crisis team serve as a trusted resource for town residents experiencing a temporary crisis. We also provide programs for seniors in USR.
We helped over 70 individuals, families and couples in crisis over the past 9 years and have conducted over 1,000 cheer visits to 100+ seniors. Our monthly lunches for USR seniors are held at the Upper Saddle River Library prior to the monthly movie and generally held on the first Thursday of each month beginning at 11:30am. We conduct other seniors-focused programming every month as well. Our organization is looking for volunteers! If you are a neighbor who likes to help other neighbors in times of crisis or need, or are interested in working with us on seniors programming, we would love to meet you at the USR library at 7:00pm on the second Wednesday of every month. We are very grateful for Shop Rite’s community-mindedness that touched our hearts and eased our work! Our upcoming Book Sale will be on Saturday, February 7th from 10 a.m. to 1 p.m. All sales are CASH ONLY and as, always, any child who comes to browse may select a free book. Stop by and buy! Thank you for your continued support. The Friends are beginning our 55th year of service to our Library—bringing you additional programs and services through our fundraising efforts. USR Woman’s Club: Please join us in giving back to our community through our annual Souper Bowl Drive. We will be collecting canned soup for the Center for Food Action, with donation bins available at the library from mid-January through early February.

REMINDER: Dog/Cat Licenses Due January 2026: USR dogs and cats are due for their annual licenses. The new 2026 tags and certificates will be available at Borough Hall starting January 2026. Licenses are required for all dogs and cats in USR. Proof of rabies immunization, which must be valid through October 2026 as required by the State of NJ, and proof of neutering/spaying (if applicable) are also required. USR basic licensing fee is $15 for dogs and $5 for cats. There is an additional charge of $3 for a non- neutered/spayed dog or cat. This fee is established by the State of NJ to help control the stray animal population. There is a $5 late fee for dogs/cats registered after February 15, 2026.
Bergen County Free Rabies Clinics: The Bergen County Animal Shelter is holding free rabies clinics at 100 United Lane, Teterboro, NJ on Thursdays from 2-4 p.m. Clinics are available by appointment only. Visit www.co.bergen.nj.us/animal-shelter-adoption-center/vaccine-clinics to register for the clinic. If you are unable to register online, call 201-229-4618 to schedule an appointment.

All recycling can be put in a recycling can on your recycling day i.e. glass, plastic, aluminum etc. except for papers/boxes. Newspapers, junk mail, magazines etc. must be either bagged or tied. Cardboard boxes MUST be tied in bundles so that they don’t become windblown and litter the Borough.
