The City of Casa Grande is pleased to announce the appointment of David Malewitz as its new Public Works Director. With a strong background in public administration, infrastructure development, capital project delivery, and municipal operations, Malewitz brings more than twenty years of local government experience to the role, most recently as the Assistant City Manager of Paso Robles, California.

“Casa Grande is growing, and that growth requires thoughtful planning, strong infrastructure, and a Public Works team that is prepared to meet the needs of our community today and into the future,” said City Manager Larry Rains. “David brings valuable experience overseeing major infrastructure projects, utilities, capital improvements, and municipal operations. His understanding of how infrastructure supports economic development and quality of life will be an important asset as we continue investing in Casa Grande.”

During his time with the City of Eloy, Malewitz led the strategic planning and delivery of city services, managing a $115 million budget and overseeing significant infrastructure and capital projects, including water and wastewater improvements and the development of capital projects supporting the community’s growth. His experience also includes working with developers, businesses, government agencies, and community partners on large-scale projects and infrastructure needs. 

During his time with the City of Paso Robles, one of his key areas of focus was the City’s Spaceport Initiative at the Paso Robles Airport, including advancing the FAA licensing process and supporting commercial, economic, and workforce development opportunities associated with the emerging aerospace industry. Additionally, he led the development of the City Council’s FY 2026–2028 Strategic Work Plan, working with City leadership, department directors, and consultants to establish objectives aligned with Council priorities. 

Malewitz served as Interim Public Works Director during the City’s national recruitment process, providing leadership and oversight of departmental operations, staff, and projects while maintaining continuity of services and advancing key departmental priorities. His experience in the interim role provided an opportunity to work closely with Public Works staff, understand the department’s operations and priorities, and support the continued delivery of essential services to the community.

“I’m excited to return to Arizona to join the City of Casa Grande and the Public Works team,” said Malewitz. “Casa Grande is experiencing significant growth and has an exciting future ahead. I look forward to working with City staff, residents, businesses and regional partners to deliver the infrastructure and public services needed to support that growth while maintaining the quality of life our community values.”

As Public Works Director, Malewitz will oversee the City’s Public Works operations and work closely with staff and other City departments on infrastructure planning, capital improvements, transportation, streets, sanitation, water and wastewater infrastructure, and other essential public services. He will also help advance projects and initiatives designed to address the community’s current needs while preparing for continued growth.

Malewitz is an active member of the International City/County Management Association (ICMA). He holds a Master’s of Public Administration and a Graduate Certificate in Local Government Management from Virginia Tech, as well as a Bachelor’s degree in Applied Speech Communication from Ferris State University. In 2024, he completed the Senior Executives in State and Local Government program at Harvard Kennedy School and most recently completed the California JPIA Leadership Academy in 2026.

Malewitz will begin his new role with the City of Casa Grande on October 12.
