Santa Rosa Police Department PCI Team Leads Multi-Agency Organized Retail Theft Operation; 17 Arrests Made

 
On December 11, 2025, the Santa Rosa Police Department’s (SRPD) Property Crimes Investigation (PCI) Team, in collaboration with multiple Sonoma County law enforcement agencies and the Sonoma County District Attorney’s Office, hosted a large-scale Organized Retail Theft (ORT) operation that sought to identify and arrest people committing thefts from our retail establishments.  The ORT operation occurred in and around retail establishments on Santa Rosa Avenue between Baker Avenue and Burt Street, specifically the Santa Rosa Marketplace and businesses located on south Santa Rosa Avenue (2600–2800 block). Between noon and 9:00 p.m., 17 people were arrested for retail theft and other associated crimes. 
 
More than 40 personnel from SRPD, Sonoma County District Attorney’s Office, Sonoma County Sheriff’s Office, Petaluma Police Department, Cotati Police Department, and the Healdsburg Police Department participated in the ORT operation. 
 
The primary objective of this operation was to provide heavy enforcement targeting theft and prolific property crime offenders in the area. This proactive effort reflects local law enforcement agencies and the Sonoma County District Attorney’s Office’s commitment to reducing organized retail theft and protecting local businesses during the busy holiday season. 
 
In 2023, the Sonoma County District Attorney’s Office received a $2.05 million Organized Retail Theft (ORT) grant from the State of California, administered by the Board of State and Community Corrections, to combat the growing problem of organized retail theft. The funds were used to establish a dedicated Organized Retail Theft Unit with a prosecutor and investigator whose focus is to improve coordination with local law enforcement and retailers, close gaps in enforcement, and ensure that offenders are identified and held accountable through vigorous prosecution. Over the past year, more than five similar proactive ORT operations have occurred within Sonoma County. 
 
Prior to the operation, detectives met with numerous retailers in the area to advise them of the operation and to provide them with information about how to report incidents during the operation to enable real-time coordination with arrest teams for in-progress thefts. A few hours before the start of the operation, an undercover detective meeting with employees at Marshalls, 1966 Santa Rosa Avenue, saw two subjects known to store employees as prolific shoplifters in the store. The detective followed Dylan Bacon, a 47-year-old resident of Kelseyville, and Jessica Alexius, a 39-year-old resident of Lakeport, through the store and observed behavior strongly indicative of organized retail theft, noting that the suspects operated in a coordinated manner consistent with organized theft crews. Bacon acted as a lookout, engaging in counter-surveillance rather than shopping, while Alexius loaded merchandise into a cart and staged it near the exit for a quick getaway. Bacon appeared to notice the manager was following him, and he and Alexius abruptly left the store, leaving behind the staged merchandise. 
 
The detective called in additional undercover resources and uniformed officers to assist as he followed Bacon and Alexius into Burlington Coat Factory. Bacon left the store before Alexius and was detained by a uniformed officer without incident. The detective continued to follow Alexius but did not observe any criminal behavior inside the store. The detective then observed Alexius exit Burlington and enter a white SUV, where she was joined by Sadieann Hamaji, a 45-year-old resident of Lakeport, in the driver’s seat. Based on Alexius’s prior theft history, her conduct at Marshalls, and the vehicle’s positioning for a quick getaway, uniformed officers detained both subjects. Burlington confirmed no theft occurred there; however, Marshalls’ manager identified Hamaji as part of a trio that included Alexius and Bacon, known for coordinated thefts.  
 
The detective learned Alexius and Bacon have multiple prior theft convictions, qualifying them for enhanced penalties under 666.1 PC. Considering their documented theft history, coordinated roles inside Marshalls, staging of nearly $500 in merchandise, abrupt exit upon detection, and association with Hamaji as a suspected getaway driver, along with confirmation from store management that all three regularly act together, the detective established probable cause for the arrest of all three suspects.  
 
Dylan Bacon and Jessica Alexius were arrested and booked into Sonoma County Jail for the following offenses (SRPD case #25-13286):

These arrests occurred at approximately 10:00 a.m., two hours before the operation was set to begin.  
 
Beginning shortly after noon, undercover detectives and District Attorney Investigators were placed inside several retail businesses, including Target, Marshalls, Old Navy, Ulta, and Ross, to assist loss prevention teams in identifying and locating theft suspects. Surveillance teams roamed the area looking for theft activity and known prolific property crimes offenders. The operation was also supported by the SRPD Real Time Crime Center (RTCC), where Crime Analysts worked to identify suspects, vehicles, and other opportunities for enforcement. 
 
When a theft suspect was identified, a designated arrest team detained them after they had exited the business. The suspects were then transported by uniformed SRPD officers to a mobile booking station for processing before being transported to jail. The SRPD PCI Team served as the lead investigative unit, working alongside arrest teams to process evidence, conduct vehicle searches, and complete investigative follow-ups before redeploying resources back into the field. 
 
The items recovered during the operation included LEGOs, various electronics, clothing, sporting goods, and other items packaged or labeled for retail sale. Items known to have been stolen during the operation were returned to the retail establishments. Additional evidence seized, including narcotics, cell phones, a price tag label maker, and additional merchandise, was secured by SRPD to undergo further examination or to attempt to identify the retail establishments from where they were likely stolen.

The following people were issued arrest citations for 484(a) PC, petty theft, and released at the scene: 
 
Angelique Guillory-Jackson, age 31, resident of Santa Rosa (SRPD case #25-13317); Karen Gleeson, age 52, resident of Petaluma (SRPD case #25-13319); and a 17-year-old female resident of Santa Rosa (SRPC case #25-13310). The name of the juvenile suspect will not be released due to her age. 
 
A 17-year-old male resident of Santa Rosa was cited and released for 459.5 PC, shoplifting. The name of the juvenile suspect will not be released due to his age.  
 
In preparation for the operation, detectives reviewed previous thefts reports submitted by merchants to attempt to identify prolific offenders who may attempt to steal from businesses during the operation. During this preparation, detectives learned of a $2,393 theft from Ulta Beauty in December 2023, by a man and a woman. In reviewing this incident, a detective recognized one of the suspects in this case as Kenneth Torres, a 49-year-old male resident of Santa Rosa. Detectives are continuing their investigation into his female accomplice. At the time of this discovery, Torres was being held at the Sonoma County Jail for a violation of his post-release community supervision terms.

Law enforcement organized retail theft operations are essential because they allow agencies to intervene in real time, stopping theft as it occurs, and identifying the prolific offenders who drive the majority of organized retail crime. These operations are most effective when built on broad collaboration, and in Sonoma County, the partnership between retail loss prevention, local law enforcement agencies, and the Sonoma County District Attorney’s Office is a critical force multiplier. By sharing intelligence, coordinating personnel, and streamlining communication, these partners can more efficiently target organized networks, ensure swift and effective prosecution, and enhance public safety for retailers, employees, and the community. 
 
In response to the operation, Chief John Cregan stated, “Organized retail theft impacts businesses, employees, and consumers across our community. This operation demonstrates our commitment to working collaboratively with local and regional partners to hold offenders accountable and protect our local economy.” Chief Cregan continued, “As Chief, I have worked to make proactive policing a priority for our officers to ensure a safe and vibrant community for all in Santa Rosa.
