SRPD PCI Targets Prolific Offenders; Makes Numerous Arrests in Two Days
The Santa Rosa Police Department’s Property Crimes Investigations (PCI) Team is committed to proactively targeting prolific property crime offenders, with a strong focus on those engaged in Organized Retail Theft (ORT). ORT is not a victimless crime as it significantly impacts our community by driving up costs for consumers, threatening the viability of local businesses, and creating safety concerns for employees and customers. These crimes often involve coordinated efforts by repeat offenders, making PCI’s work critical to maintaining public trust and economic stability.
SRPD Case #25-12295, 25-12514
On November 11, 2025, Rohnert Park DPS arrested Jennifer Chenier, a 37-year-old resident of Rohnert Park, for a $201.68 theft at Target in their city. Further investigation revealed two additional thefts at the same store totaling $408.71, and Target Asset Protection identified three thefts at Target located at 1980 Santa Rosa Avenue totaling $427.84. Chenier used a “skip scanning” method at self-checkout. She was on felony pre-trial release at the time for a prior check fraud case. On November 18, Chenier was arrested by PCI detectives outside Sonoma County Courthouse for petty theft and violating release terms for her thefts in Santa Rosa. A search of her residence uncovered suspected narcotics, additional violations, and a sweatshirt stolen from the Target in Santa Rosa on July 14.
Following Chenier’s arrest, her mother, Kathleen Wilson, a 59-year-old resident of Santa Rosa, attempted to conceal potential evidence from PCI detectives. Wilson, who had driven Chenier to court, attempted to conceal Chenier’s purse inside of her vehicle. The purse, which was subject to the same pretrial release search terms as Chenier’s person and residence, was eventually retrieved from the vehicle by detectives. Detectives located controlled substances in Chenier’s purse. Wilson was issued a misdemeanor arrest citation for concealing evidence. Chenier was booked into jail for the theft, possession of narcotics, and violation of pretrial release charges.
SRPD Case #25-12491, 25OL-00923, 25OL-00963, 25OL-00968
On November 17, 2025, a male suspect stole about 20 Ralph Lauren polo shirts from Macy’s at Santa Rosa Plaza and fled in a waiting Honda Accord. Using security footage provided by Macy’s Loss Prevention, PCI detectives linked Kenneth Torres, a 49-year-old resident of Santa Rosa, to the theft. Torres, on active Post-release Community Supervision (PRCS), violated his PRCS terms by committing felony organized retail theft.
PCI detectives then began reviewing several similar cases that appeared to be linked to Torres. On October 21, Target Asset Protection agents reported a Dyson vacuum cleaner valued at $1,049 was stolen from the Target Coddingtown location. On November 7, three pairs of expensive boots with a total value of approximately $1,240 were stolen from Boot Barn on Santa Rosa Avenue. On November 15, a man entered Nordstrom Rack in Coddingtown and stole approximately $600 in handbags. Each theft was recorded on security cameras. Detectives reviewing the video identified Torres as the suspect in the thefts.
PCI detectives located Torres on November 18, arresting and booking him into Sonoma County Jail for felony organized retail theft and violation of his PRCS terms.
SRPD Case #25-12538
On November 19, 2025, PCI Detectives observed Allen Lawson and Rachel Lyons, both on CDC parole, entering two separate rooms at a motel in Rohnert Park. Both 27-year-old Lawson, and 36-year-old Lyons, are transients from Santa Rosa and subject to search terms per their parole. When PCI detectives and uniformed SRPD officers attempted to conduct a parole search on one of the rooms, 37-year-old Christopher Stine of Rohnert Park, exited the room abruptly and resisted detention by slamming the door on a sergeant’s foot. When he was eventually detained, Stine provided a false name to detectives. Stine was later identified as having a felony warrant and being on PRCS.
Searches of both rooms revealed suspected stolen property, including family photos, human ashes, military gear, keyboards, CDs, and video games. Lawson and Lyons were arrested for parole violations and possession of stolen property; Stine was arrested for felony obstruction, false identification, and violation of PRCS.
