Man Arrested for Assault with a Firearm at Santa Rosa Restaurant

On September 28, 2025, at approximately 4:08 AM, Santa Rosa Police Department (SRPD) patrol officers responded to a report of a possible shooting at Dos Culturas Restaurant, located at 1709 Santa Rosa Avenue.

Upon arrival, officers determined that an assault involving a firearm had occurred. The victim, a 37-year-old male, was still at the scene and had been assaulted by the suspect, but was not struck by gunfire. Witnesses identified the suspect as the restaurant owner, 48-year-old Moises Flores. Flores was located inside the restaurant by responding officers and taken into custody without incident.

Detectives from SRPD’s Violent Crimes Investigation Team responded to the scene and assumed responsibility for the investigation. Investigators learned that Flores and the victim had been consuming alcohol inside the restaurant when an argument broke out over a bill. The dispute escalated into a physical altercation that continued outside. During the altercation, Flores reportedly retrieved a handgun from inside the restaurant, pointed it at the victim, and fired. Witnesses reported hearing a gunshot or the sound of glass shattering.

A vehicle occupied by a female victim was parked outside and was later found with a broken rear window. Evidence indicated that Flores struck the window with the firearm, causing it to shatter. The male victim sustained minor injuries from the physical altercation. No injuries from gunfire were reported.

A search warrant was authored and executed for the restaurant. During the search, detectives located a .357 revolver and live ammunition in the restaurant’s kitchen.

Flores is currently on felony probation stemming from a 2023 conviction for firearm and DUI violations. He is prohibited from possessing firearms or consuming alcohol. Based on the investigation, Flores was arrested and booked into the Sonoma County Jail on the following charges:
 

  • 245(a)(2) PC – Assault with a Deadly Weapon (Firearm)
  • 246 PC – Shooting at an Occupied Vehicle
  • 1203.2 PC – Violation of Probation
  • 29800(a)(1) PC – Felon in Possession of a Firearm
