Horseshoe Bay: New Permitting System, Development Services Fee Changes, Starting Oct. 5th

The City of Horseshoe Bay Development Services Department will launch a new online system for building permits, powered by GovWell, on Monday, October 5, 2026. The platform will make it easier for community members and contractors to submit requests, track status, and access information online.

Updated Fees Taking Effect October 5
Recently, the city council approved changes to some of the fees associated with development projects and short-term rentals. While most of the fees remain unchanged or reflect only a modest increase from the current rates, several noticeable changes are being implemented, including the following:
- Short-Term Rental Permit: Doubles the fee from $600 to $1,200.
- Building Permit Extensions: Shifts review authority for the third and fourth extensions from the city council to the Development Services Director. The council will retain authority to consider the fifth and sixth extensions.
- Construction Cost-Based Fees: Removes the current method of calculating fees as one percent (1%) of the applicant’s prior-approved construction cost and instead bases fees on the square footage of the development.
- Permit Deposits: Eliminates deposits for permits. Applicants will instead be charged incrementally as the project progresses, and work will not be permitted to continue until any outstanding fees are paid.
- Technology Fee: Adds a technology fee for permits that require significant time in GovWell.
- Public Hearing Notice: The new fees cover public hearing requirements (mailed letters, posted signs, and newspaper publication). These were historically confirmed by staff but sent or published by the applicant; staff will now handle these notifications directly to ensure compliance with state and local requirements.
