The City’s sidewalk snow removal ordinance requires business owners to remove snow and ice from sidewalks abutting their property 12 hours following a winter storm, and residential owners to clear snow and ice abutting their property 18 hours following the end of a storm or when the City finishes snow removal operations, whichever is later.
-
Business owners who fail to remove snow and ice within these time frames risk facing a $250 fine for the first offense, $500 for the second offense within the same winter season and $1,000 for any subsequent offense within the same winter season. Additionally, should the city have to remove the snow and ice or arrange for its removal, the property owner will be charged for the cost of removal plus a 10% charge for administration.
-
Residential owners can be fined $75 for the first offense, $125 for the second offense in the same winter season and $250 for any subsequent offense in the same winter season. Like business owners, should the city have to remove the snow and ice or arrange for its removal, the property owner will be charged for the cost of removal plus a 10% charge for administration.

Yellow Zone Parking Ban Declared Monday, February 10 at 10:00 PM
through 6:00 AM Tuesday, February 11
The City of Portland has declared a Yellow Zone Parking Ban beginning at 10:00 PM Monday, February 10 through 6:00 AM Tuesday, February 11. Vehicles left on city streets within the yellow zone after 10:00 PM can be towed at the owner’s expense.
The Yellow Zone snow ban is used to allow crews to perform snow hauling following major snow storms as it is important to clear the narrow downtown streets. Given the amount of snow Portland received yesterday in addition to the expected storms upcoming this week, it is necessary to remove as much snow as possible.
The Yellow Zone includes the downtown district bounded by Cumberland Avenue, Franklin Street, Commercial Street, and State Street. View a map of the Yellow Zone.
PARKING BAN INFORMATION
The City offers numerous free options for parking during a snow ban. These lots are available after 5:00 PM on weekdays on the day a ban is called unless otherwise posted. School lots and unrestricted parking areas can be accessed earlier on weekends/when school is not in session.
All vehicle owners must remove their vehicles from these designated areas listed below by 7:00 AM (except for school lots, which are 6:30 AM and by 8:00 AM for the Promenades, State St Ext., and Marginal Way) the morning the ban is removed.
The City may tow, at the owner's expense, any vehicle which has not been removed by the deadline:
Most parking garages will be available during official snow bans at reduced rates. Please check with the individual garages to understand their rules.
Vehicles must be out of these alternate parking lots by 7:00 AM (unless otherwise noted) the morning the ban is lifted.
